If you'll notice, the moderators first moved your previous post to the off topic area. The game posts is only for posts regarding games (and modifications) distributed by Imp Games (though any A&A games would probably be accepted). Imp stated in your previous request for such links that his website would not be party to providing information that could be illegal. Whether you agree or not, hacks and editors can fall into that category (though I grant this depends on the game and a few are encouraged by the developers) and Imp has decided not to be party to this.
In short, this message board is about Axis and Allies-based games, not general computer games. There are other message boards on the net, and I suggest you look elsewhere. I'm sure doing a bit of work with a search engine would be far more profitable than posting spam on a site completely unrelated to what you are seeking.
Lineage
He's probably referring to "Lineage: The Bloodpledge" which is the most popular MMORPG ever created. Ironically, few Americans have ever heard of it because its a Korean craze.
Hacks for Lineage create "uber loot" weapons, mostly for killing other players and taking their stuff. These hacks violate the EULA agreement for the game.
JerBear is correct that hacking your own copy of Civilization or something is fine...it's mostly a problem in MMORPGs.
