Well you're accepted so #2 is pointless now. In answer to question #1. There are heavy weapons in this game. These differ among the races, duh, and can be picked up at either your home base or off dead enemies (though certain people would not do such things). So if your fighting a flamer wielding chaos marine and you kill it. I'm not going to say "Who wants the flamer?". I might put something like the flamer falls from his grasp or maybe nothing at all. Feel free to loot corpses unless it's against your characters morals.

Tanks: Not to start with, maybe sometime in the near future. Maybe if one is requested and with good reason one might be delivered. Of course there is always tank-jacking someone but generally it's looked down upon by your allies. Basilisks...hmmm...that's the Imperial Guard artillery tank correct? Earthshaker cannon? Range 108 inches? Well they are not frontline tanks nore are they likely to move from their entrenched positions, but in theory one day they will be a choice.

Though I doubt anyone is going to give you a Rhino or Chimera for personal transport. Unless your an Inquisitor.
