But I think there was more to it than just that. The Russians, and allies in general, were able to make quick gains in technologies and major diplomacy. The latter forced the CP to use their diplomacy successes to offset the Allies.
I think a combination of a unhindered UK as well as Russian advances set up the move that allowed Russia to take Silesia early in the game with enough forces to stomp on Austria.
