I think this is called putting the cart before the horse, and then shooting the horse.

Sixthly, as part of the restructing process, if a DD is to be the vehicle, then non-councillors must have access to certain council areas (hence my query about board admin).
Seventhly, having a DD avoids having the hassle of meaningless elections until we know what direction we want to go in. The only immediate election would be for a council chairman to moderate the council and represent Alteria to foreign people/entities.
Eighthly, while informal private debate could take place during this initial setting-up process, it would be be nice for the council to have something left to discuss when it is up and running.
Ninethly, anything that happens here should be publicised on the Alterian Yahoo Group, just in case.
