Welcome to the board...
I just wanted to add that Ryan is talking strictly about the standard cities of the nations which begin play with fixed borders.
The Tribal Nations (way down at the bottom of the Rules) use "Tribal Cities". These follow different rules, which every player should familiarize themselves with (even if not playing a tribal nation). They also have different symbols than standard cities.
I won't get into all of their particular traits, but they are mobile, and they do have a set value of 5 RV, which replaces the existing RV of the territory they occupy when stopped (at the end of Movement). Once they move on, the territory they leave reverts to its original Resource Value. The two values ARE NOT added.
If you look at the maps in the Competition Game, none of the tribals have been added to the map. If you look at the other Guild Games' maps (Games 2-5), you'll find the tribal nations on them.... if they are still alive. BTW, Game 5 has more than the standard number of tribal nations (as the moderator has his own ideas about game balance... ha! ha!).
Anyway, you can never read the rules enough...
