If I read between the lines in these two quotes, some wish that Earth laws either allowed them to actually live as "goreans", and that goreans are actively attempting to change laws so as to make it so.

In other words, of course, Earth laws prevent these 'men' from fulfilling their lives. They seem sorrry about this simple fact.
A simple fact is that society has made these laws to prevent criminal activities.
So if goreans were to live as they truly wanted, at least according to the above quotes, they would be considered criminals by the society in which they live.
But if they were really , truly, honestly gorean, why would they let something like rules and laws stop them?
Why would a 'real' gorean be afraid of living like a gorean.
Would they simply scoff at the law, say their way is right and then live it.

Here you could go elsewhere and start your own commune. Make your own rules. That would be harder then just staying within the laws where you live and bitching (no reference to Bears Bitch Project intended) about it.
