Well I think your pretty much right on with the level break dows.. Let me tell you how I break these things down having PLed 2 of my own peeps to 50 and now my shammy to 44 heading for 50 here is how I do it.
1 -12 newb or close to home city solo work... BUT with my druid standing close watch and available for buffing and Damage Shield.
13 - 30 This is the easiest PL time for me and I use the spires in South Karana. I think maybe the exp can come faster in Paludal but it is normally so crowded that it actually makes it slower where as the spires in SK are usually wide open.
31 - 36 Southeast Beach in EW pretty much just like the other areas Druid sits there and buffs while PLer does all the fighting.
36 - 42 this is the slowest time as exp starts to slow down alot. At this level I group the PLie with my druid and root dot giants at the fort in BW. Depending on the class being PLed they can sometimes help with this but if the PLie is a melee usually they just sit there.
43+ At this level I group them with Canson and proceed to melee my favorite spot is the bodyguard dorfs in EW then velks if it is late at night. After 46 PLing for me isnt really viable anymore as it really is just an exp issue for both. Now if I had a 65 Bard lol
Issues for me... Need camp spots where the PLer or PLie are able to sit unattended in relative safety. Mobs who do not run are nice as Damage shields are the major PL helper until 35+. Pre 35 PLers start in POK so I can temp them when starting.
As for times I will commit to a PL session which ever lvl is needed. I cannot commit to a weekend with any regularity however except possibly Sunday nights.
