That seems like a very interesting topic. What is the suggested length for it?
If the topic is "Just War and Terrorism" here are some things that you may want to consider:
-- Is terrorism ever justifiable? Is it so in this case?
-- Is the war on terrorism just? Why or why not?
-- For either, what, if any, are the limits to a just war of terror or on terror?
-- What role does the international community play in justifying or condemning a war? That is, can a UN vote or lack thereof make a war just or unjust? If so, is a UN vote a necessary condition or a sufficient condition for waging a just war? (That is, does a UN vote alone justify a war or is it only one needed component of doing so?)
-- The above question, if you deal with it at any length, naturally produces questions on national sovereignty and the nature of statehood.
-- Also worthwhile to explore, questions of freedom vs. security.
