Arrows with procs?
What's the deal here? I was in Pendragon recently and someone was telling me his uncle made him some arrows that have a proc on them. Is that a player crafted arrow or is it an arrow that has a proc added to it? If it's added, how do you do it?

definately added, by an alchemist, must be an effect tincture. I have seen flaming arrows before, just the flames dont show up until it hits the guy
