A BILL OF RIGHTS?
It has been mentioned that we should have a Bill of Rights, if we are to have civil liberties and protections, especially without the constraints of a Constitution, then this Government MUST adopt a Bill of Rights, for this I do believe, citizens and councilors must come together to devise such a bill.

This is the first part of the old Constitution which contained the rights list.
Section 1
All people and organisations are entitled to freedom of speech in all media forms in current or future use, the Alterian government can make no laws to establish a censorship regime, censorship may only be used to protect a persons right to privacy or the life of a person if information leaked could be life threatening, the aforementioned withholding of information can only be authorised by a judge.
Section 2
All people are allowed to practice any religion they want to provided they don't break the law in doing so, the right not to practice religion is also granted, the Alterian government can make no laws establishing any religions and may not ask for any religious test for a government office.
Section 3
All people are free to assemble peacefully anywhere in Alteria in any public place, any private place where they have the permission of the owner(s) or any communications medium without any government intervention, all people may also join or start any organisation provided they abide by the law in doing so.
Section 4
All people are free from compulsion to do services against their will for the government, an individual or organisation unless as punishment for a crime, no punishments for crimes may be cruel or unusual or have a high risk factor, the Alterian Government may not make any laws requiring people to join the armed forces against their will.
Section 5
All people are free to live and may not be denied this right unless they have attacked someone who killed in self-defence, to live life the way they want to and use life extension technologies provided they use legal methods to obtain them.
Section 6
All people accused of a crime are to be considered innocent until they are proven guilty beyond reasonable doubt, all people have the right to a speedy trial in all cases, in cases where the defendant may get a jail sentence or similar the defendant has the right to trail by jury, all people accused of a crime have the right to counsel and the right to refuse counsel if they wish, no one who is accused of a crime may be required to answer questions which may incriminate them.
Section 7
The law applies to all people equally regardless of gender, race, religious belief, occupation, education level, medical condition, age, sexual preference, etc.
Section 8
All people are free to earn an income, the government may not place unnecessary restrictions on the ways people earn money unless that form of business is restricted by law, everyone is also free from government seizure of land, property or items unless ownership is illegal at the time they were obtained or the person is being charged with a crime and not able to pay in money, in which case the property seized must not exceed the value of the fine and must not be tools of the trade.
Section 9
All people are free to start or join a union for the purposes of obtaining better pay rates, better working conditions and greater benefits, employers may not infringe on this right.
Section 10
All people have the right to keep information private, this includes the right to not answer questions that are asked of them and the right to use whatever encryption methods available, the government may not restrict encryption software or hardware.
Section 11
All people have the right to appeal the decisions of a court if they consider them to be unjust.
Section 12 This one we may want to get rid of
All people have freedom from extradition and deportation, if a person commits crimes in a country other then Alteria, they may not be extradited for it, they can be tried in Alteria under Alterian law, all prosecution and court costs, including jury costs and the costs of imprisonment if convicted are to be paid for by the prosecuting country.

Yes I like the Alterian bill of rights especially the right to join unions. Perhaps we should look into adopting this as law?

Ryan and Kevin, if you are in agreement on the Bill of Rights, then lets place it for a vote. I am inclined to vote YES on this matter. We need civil liberties.
